The local authority — GIBDD
In Russia, vehicle registration is managed by GIBDD (State Inspectorate for Road Safety). Customs clearance through Vladivostok is via FCS (Federal Customs Service). Neither formally codifies apostille as a requirement, but individual customs officers and GIBDD inspectors increasingly request apostilled documents for high-value imports, classic JDM, or any case where the chain of authenticity is questioned. Banks issuing letters of credit for fleet imports systematically require apostilled MLIT certificates.

Why apostille protects you in Russia
The Vladivostok corridor is high-volume and high-pressure. Disputes arise over odometer integrity, ownership history, theft databases (the apostille closes the chain back to MLIT).
