Apostille for importing a Japanese car to Russia

Russia imported 199,098 Japanese vehicles in 2024, second only to the UAE — and the largest Hague-Convention market for Japanese used cars. Despite Japanese sanctions on vehicles >1,900cc/hybrid/EV (since Aug 2023), individual imports through Vladivostok customs are still booming: +20% YoY in H1 2025. The apostille is the documentary protection layer that Russian importers increasingly demand.

The local authority — GIBDD

In Russia, vehicle registration is managed by GIBDD (State Inspectorate for Road Safety). Customs clearance through Vladivostok is via FCS (Federal Customs Service). Neither formally codifies apostille as a requirement, but individual customs officers and GIBDD inspectors increasingly request apostilled documents for high-value imports, classic JDM, or any case where the chain of authenticity is questioned. Banks issuing letters of credit for fleet imports systematically require apostilled MLIT certificates.

Why apostille protects you in Russia

The Vladivostok corridor is high-volume and high-pressure. Disputes arise over odometer integrity, ownership history, theft databases (the apostille closes the chain back to MLIT). The apostille is also portable: if the vehicle later moves to Georgia, Kazakhstan, Kyrgyzstan or Mongolia (all Hague members, all common downstream routes for Russian imports), the same apostille remains valid. One €280 fee covers all subsequent re-registrations in any Hague country.

How we work (sanctions-neutral)

We handle the Japanese-side legal procedure exclusively: collecting the MoFA apostille on a document issued by MLIT for a vehicle that has already cleared Japanese export procedures legally. Our service does not violate any Japanese, EU, US, or UK sanctions — we provide documentary authentication, not vehicle export. The customer is responsible for ensuring the vehicle itself complies with applicable export controls in their jurisdiction.
