The Certificate of Export (輸出抹消仮登録証明書, yushutsu masshō kari-tōroku shōmeisho) is the official document issued by the Japanese Ministry of Land, Infrastructure, Transport and Tourism (MLIT) when a vehicle is deregistered from Japan for export. It proves the car has been removed from the Japanese registry. EU registration offices require this document before issuing local plates on any car imported from Japan.
For the Japanese Certificate of Export to be legally accepted by registration offices in EU Member States, it must be authenticated through the Hague Apostille — issued by the Japanese Ministry of Foreign Affairs under the 1961 Hague Convention. Without apostille, most EU countries refuse the document and the vehicle cannot be registered. This is the bottleneck of every Japan-to-EU car import.
